eyeliner should be applied outside or inside the eyelid

When applying eye liner should it be applied on the outside of the eyelid or inside of the eyelid. I have seen few people applying it outside and few on the inside.
Which is better?

Applying eyeliner on the outiside is much safer. Even if you are using eyeliner from a good company, you never know which chemicals are used and secondly your eye liner may have chances of having bacteria after prolong use.
I would use it on the outside of eye lid.

Always use outside never inside, only kajal of good company can go there...

I use eyeliner outside for upper eye lid and inside for lower eyelid. I like waterproof eyeliners,
